[Announce] Return from ELOA

Greetings,

As of tomorrow morning (Friday, November 2nd), TFE's 6th birthday, I
will be returning to my duties as Fleet Commander. I want to thank
Rusty, aka Commodore Duncan Stirling, for holding the fort while I took
a break from Fleet Command.
