Greetings,
It is my pleasure to prepare this Fleet Address. As of the 18th of Feb, it
will have been exactly one year since I became the Fleet Commander and I
have been so honored to serve in this capacity and read such great stories
coming out of all four of our very active SIMs.
First, I want to remind you of who your Fleet Officers are:

At the current time, we do not have an immediate plan for a full Fleet-wide
plot, but it is hoped that as our Fleet Command is in full force, such a
Fleet-wide story can begin in the next year. Ideas for such stories are
always solicited from any of the writers. So, if you have an inkling of a
plot, let someone on the Fleet Command team know.
Special thanks to Andrew (Cmdr Ryan, new CO at ND, and Counselor MacTavish
at FO) for taking on the job of Webmaster for TFE as a whole, and FO and ND
individually, and Wikimaster of the TFE WIKI. This puts him effectively into
the position of Fleet Services Officer. In recognition of this fine service,
he is hereby awarded the Preantares Medal of Commendation. With the move of
Capt Oliver from ND to FO, Andrew will also be taking on CO¹ship of New
Darwin Colony in 2164.
Many thanks are due to Rachelle as well, for taking on the full
responsibilities of the Fleet Operations Officer, as Commodore Rece Morgan,
when Commodore Sheppard was advanced to Fleet Commander this past year.
Please forgive the length of this report, but it is only put out once a year
and I wanted to give everyone a good feel for the health of the
organization, and the extremely high quality of writers involved in this
³Creative Writing in a Community Environment², as Robert has oft referred to
it. Many thanks to ALL of you. You are the people that make TFE what she is,
and make the wonderful stories count as (at least for me) some of the best
fiction I¹ve read all year, for several years running.

SIM NEWS ---
USS MERIDIAN - FCL-06
Captain, Roger Finney, and Executive Officer, Yue Wang report a banner year
for the FCL-06.
The current plot has sent the ship on a secret operation to retrieve an
artifact of unknown origin. Locating the artifact, they retrieved it and
returned it to the ship. In the process, one of the Science NPC's
accidentally activated it. This led to time fractures developing throughout
the Meridian. It was fun running into various characters from the ship¹s
past characters, like Capt Grant, and zombies from the future! This also
served as a way to introduce a new writer into the crew, the future MM1
Genevieve de Longpre, who in the present sim-time hadn't joined the crew,
yet was able to begin writing with the ship. Once it was discovered what led
to the time problem, it was found the artifact had an intelligence of its
own. This is where the plot currently stands.
Various awards have been recommended by the ship¹s Command Team for the
terrific writers of the Meridian¹s fabulous stories. It is my pleasure to

USS YORKTOWN - NCC-05
Force Commander (Captain) Da¹nak Ca¹daar and Acting OOC-XO Natasha, who
plays Science Officer Ens Callen Richards have had a very busy year.
It has been a turbulent one for the Fighting Lady. To start, during the
transfer of some Caitian ambassadors back to their home planet for talks
about Cait joining the Federation, they uncovered and put an end to a plot
to sabotage those proceedings, finally delivering the Caitians to their
home, and a rogue Federation Ambassador to justice. However, the reputation
of the newly formed Federation was still dealt a blow in the eyes of the
Caitian people.
Immediately thereafter, the newly merged crew of Yorktown and Intrepid
was ordered to Risa for some much needed R&R, only to be diverted by a
distress call from an Orion freighter under attack by mysterious pirates.
Arriving on the scene, Yorktown managed to chase the attackers away and
began to effect repairs to the Orion vessel, only to discover a secret cargo
of weapons and a manifest detailing their destination as the Gamma
Sagittarri system, home to the Federation's New Darwin Colony.
After a briefing with Fleet superiors, the Fighting Lady's shore leave
was canceled and she was ordered to New Darwin to help deal with some
Nausicaan pirates who had formed a blockade of the colony's shipping lanes.
As it turned out, the weapons aboard the Orion vessel were related to the
pirates at Gamma Sagittarri.
Meanwhile, in the background... Fresh young science officer Callen
Richards has been having troubles with not sleeping which eventually
resolved themselves into the realization that he had been implanted with an
alien device. The device eventually called to it's masters, the Deltore, who
made a bee line for New Darwin, where Yorktown was preparing to deal with
the marauding pirates. Yorktown helped in the detection and, along with the
USS Kaga, served as the first line of defense against the approaching
threat. Encounters in space and on the surface with the Deltore proved a
challenge, but eventually a cease-fire was arranged, and efforts are
currently underway to determine what will happen with the Deltore ship and
her crew.

Special mention is drawn to Natasha, whose outstanding job as OOC officer in
charge of running the recent Joint Mission between Yorktown and New Darwin
Colony has called her talent to the attention of everyone involved. She has
also shouldered much of the responsibility of the sim while RL concerns have
kept her Captain occupied. She is an exemplary simmer, a wonderful writer,
and a brilliant leader. Congratulations Natasha. You are hereby awarded the
Starfleet Medal of Command and the Captain Michael Thompson Memorial Award.
The Medal of Command may be awarded to any in character service member of
Starfleet distinguishing themselves by in character co-coordinating and out
of character organizing of any operation involving two or more simulations.
Captain Michael Thompson Memorial Award (ooc):: Awarded for outstanding
contribution and achievement that reflects great credit on the values of
Star Trek, TFE and role-play. Examples range from development of a plot that
affects the organization, creation of a new simulation, bringing in new
members, or development of a new culture that is worked out in such depth as
to be easily usable by any other member of TFE. This award was formerly
known and awarded as the Michael West Memorial Award, but was renamed after
the OOC death of the player behind Captain Michael Thompson, CO of the NX-05
Yorktown, and can be awarded to one member of TFE every three months.

NEW DARWIN COLONY - Gamma Sagittarri II
Lots of action at the Colony this past year, continuing on into 21164. This
year they have faced Jack the Ripper, an alien entity which could control
people and make them commit horrific murders. The Ripper set his sights on
Captain Michah Oliver, sending her pieces of the mutilated victims as
presents. New Darwin personnel finally tracked the entity to a cave where
they defeated it with the help of Arwhan, but not before it could injure
Michah. With Michah in a coma the new XO Lieutenant Commander Ryan was left
in charge, until the Captain recovered. His first order of business was to
start making plans for a new threat presented by Nausicaan pirates.
The pirates had taken out a satellite which left a hole in the security
sensors, through which they slipped periodically to attack shipping lines.
The Yorktown was called in to help, making this a Joint Mission with the
ship. But before Yorktown could drive the Nausicaans away, a new threat
emerged in the form of a device that had been implanted in the brain of
Yorktown¹s Chief Science Officer, Ensign Callen Richards. The implant was
removed by Doctors Garroway and Jonze and it was found to be a living
entity, and telepathic. Through this implant it was found that a race known
as the Deltore were coming to not only retrieve the device, but to take
control or destroy the Colony.
The USS Kaga was also called off of routine patrol to help in defending the
Colony. The focus shifted from the pesky Nausicaans to to defending against
the determined Deltore. As plans were implemented the Deltore arrived and
the fight began, first in space then continuing on the ground, where the
Starfleet personnel and colonists fought for their lives and their homes. YT
and Kaga disabled the Deltore vessel and a cease-fire was arranged, leading
to a formal First Contact situation. Can lasting peace be made with the
Deltore? Time will tell.

OUTPOST MAXWELL FORREST - In Orbit of Njord, Galad System
The Outpost saw its fair share of action in 2163. The year began under the
command of Admiral Thomas Garroway, who took over the Outpost Command seat
when former Capt Nathan Thompson was removed from the position and court
martialed in late 2162. In the meantime, Capt Sasha Spearling of the lost
USS Challenger found her way back to Earth after a valiant and exciting
series of events. Admiral Garroway made her CO of the Outpost.
The Mission beginning under Garroway¹s command, and ending under Spearling¹s
command, saw the Outpost send Triton and a crew who saved the sleeping
insectoid population of Galad II from scavenging wolf-like creatures, and
the entire system was spared when a Science team from Forrest destroyed a
planet devouring Worm that entered the system.
The Outpost also celebrated the return of several characters, and welcomed
as many new characters to the Outpost, including Chief Armoury Officer Lt
Vincenzo Sovrano; Captain¹s Aide-de-camp Ltjg Ashleigh Mandrake; Chief
Science Officer Lt Rosanna Flint, and the former Engineer of the Challenger,
Cmdr Rick McDonald to serve as Spearling's XO, and another former CO of
Challenger, LtCmdr Corad Cole joined the Outpost as Chief Engineer.
The next mission had Suliban colonists move into the old Earth colony at
Trope. Desperate for supplies, they send a ship with a skeleton crew to
³nearby² Forrest, hoping to secure aid, only to loose control of their ship
at the last minute and crash into the extended pylon arm of the station. As
it turned out, a mysterious creature had emerged from one of several cocoons
in their cargo hold, sucking the life blood from numerous crewman on the
ship and the Bridge. It escaped into the Outpost and the hunt ensued.
After dispatching the creature and securing the other intact cocoons, the
USS Triton, tender to the Outpost, was sent with ample supplies, to the
Suliban colony at Trope. There, they found the colony abandoned and
eventually found the Suliban population in nearby caverns under the negative
influence of mold spores found in the caves. The Colony was saved.
Meanwhile, back at Forrest, the Cirque de Sol, the Greatest Show in the
Galaxy, arrived for a series of performances. The interaction between the
crew and the circus performers proved very interesting, making some friends,
and some not.
The year end saw the reassignment of Capt Spearling and Cmdr McDonald, who
were sent aboard their own new stealth ship to explore evidence of the
disappeared USS Challenger. Capt Michah Oliver, former CO at New Darwin
Colony, was installed as CO, and former Intelligence Officer, Cmdr Sean
Gallagher, took on the position of XO of the Outpost.
The entire crew is deserving of high praise for excellence in writing and
participation. It is a pleasure to make the following awards:

THE AWARDS
The Legion of Merit is Earth's highest achievement award and may be awarded
to any in character service member of Starfleet who distinguishes himself or
herself by meritorious non-combat achievement or service above and beyond
the call of duty.
The Gold Starfleet Cross is awarded to any in-character member of Starfleet
who has shown demonstrable leadership and initiative, and has performed all
duties in an exemplary manner, setting an example for others to follow.
The Silver Starfleet Cross is awarded to any in character service member of
Starfleet distinguishing himself or herself by outstanding achievement or
service to their SIM and/or Starfleet.
The Bronze Starfleet Cross is awarded to any in character service member of
Starfleet distinguishing himself or herself by meritorious achievement or
service to their SIM.
The Kragite Order of Heroism may be awarded to any in character service
member of Starfleet distinguishing themselves by substantial heroism and
gallantry.
The Preantares Medal of Commendation First Class may be awarded to any
individual SIM member that has exhibited distinguished OOC service that has
helped the TFE as a whole.
The Preantares Ribbon of Commendation 1st Class may be awarded to any
individual SIM member of Starfleet distinguishing themselves by meritorious
OOC achievement or service above and beyond the call of duty for the SIM or
or higher level department.
Preantares Ribbon of Commendation 2nd Class may be awarded to any in
character service member of Starfleet distinguishing themselves by
achievement or service towards the plot.
The Starfleet Letter of Commendation is awarded to any in character service
member for superior achievement or service.
The Starfleet Award of High Commendation is awarded to any in-character
member of Starfleet for achievement and service of a meritorious standard.
The Starfleet Citation for Conspicuous Bravery may be awarded to any in
character service member of Starfleet distinguishing themselves by bravery
not justifying the award of the Kragite Order for Heroism.
The Purple Heart is awarded to an in-character member of Starfleet who has
been significantly injured by either a permanent injury or a log or series
of logs about the subject in sickbay for treatment, or a Sim residing in
Sickbay.
Recruiters Ribbon (OOC) Awarded to TFE Members that recruit three members to
TFE, and have their name listed as point of origin on the Application from
the new applicant. The new applicants have to graduate from the Academy and
SIM for at least 4 active weeks on their SIM to be recognized and counted
for this award.
