The order went out to all the personnel who had called the Challenger "home" over the past two years.  To be honest, it was going out to every single Star Fleet officer, non-comm, civilian employee, and retiree, everywhere in the known galaxy.  Datapads went off at approximately the same moment, wherever they were.  An attention tone sounded, the screen lit up with the Star Fleet logo, then a "Secret Clearance" sigil, then went black.  Two seconds later a dark-haired, dark-skinned woman, her pale eyes boring into the screen, appeared and began to speak.
 
"This is Commodore Natalie Delacourt of the Office of InterPlanetary Relations, SFHQ, San Francisco.  You are hereby ordered to report to the Cochrane Arena, San Francisco, for an historic announcement and ceremony.  Full formal dress uniform -- or for civilian employees, the civilian equivalent -- is required.  Family members may attend, limit five per member.  Difficulties in responding to this order due to distance, travel arrangements, prior orders, or /personal reasons/ will be handled on a case-by-case basis.  Contact this office for dispensation forms."
 
The Commodore shifted in her seat and seemed to soften the tiniest bit.  "This ceremony will change the face of Earth's future.  It is history in the making.  I don't believe I need to stress how important it is that we all show a united presence in front of our galactic allies.  For our out-system members, make every effort to attend.  Date and time are as follows:  Stardate 2161.xx.xx at 1100 hours."  Her lips thinned as she pressed them together in an effort to hide a smile.  "Refreshments will be served.  Delacourt out."

OOC -- Okay ... the reason the stardate for the ceremony is blank is because I didn't want to hold to a pre-arranged date that, for whatever reason, may not end up being accurate.  So I think we can count on it being one-to-two weeks away so that people from ND, Mars, etc etc, who want to attend can make it there.  (FO is under a Klingon blockade so I don't think those folks will be showing up.)  :D
